2008 In House Rules

All managers/coaches/players are to consider this their first and only warning for any violation of Albany's Central Babe Ruth Code of Conduct.

Jurisdiction:
All competition - local, district, state, regional, national or international - shall be played under the jurisdiction of Babe Ruth League, Inc. This document is adopted as the Albany Central Babe Ruth Official Code of Conduct within the guidelines allowed by Babe Ruth League, Inc.

  1. There is to be no profanity, vulgarity or inappropriate gestures, directed at another player, coach, manager, or umpire.
  2. There will be no harassment, intimidation or deliberate detraction, physically or verbally, of any player, manager, or coach of the opposing team.
  3. There will be no smoking or chewing of tobacco on the field at any time by any person.
  4. There will be no throwing of equipment.
  5. Any player, manager, or coach involved in an altercation, in the vicinity of the Ballpark, will be suspended for the balance of game and the following game, and must leave the area, immediately. Failure to do so may lead to legal action. Any additional suspension will be pending review by the grievance committee.
    (a) Grievance committee consists of the President, Vice President & Player Agent.
    (b) The decision of the grievance committee is final, in all cases.
    (c) While under suspension a manager/coach/player may not be in the dugout or press box during any game.
  6. Only the manager will be allowed on the field to question/protest an umpire's call or to discuss a ground rule. Time-out shall be asked for, & only the respective managers & chief umpire will conference on ruling or call.
  7. All protests shall be lodged with chief umpire before the end of game.
  8. Judgment calls cannot be protested.
  9. All protest shall be registered in writing within 48 hours with the league President.

Local League Options (Rules)

As found on pg 21 of the 2007 Babe Ruth League, Inc. Rules & Regs. and as adopted by the Board of Directors on April 29, 2007. Applies to local league games only.

Ten (10) Run "Mercy" Rule

This rule is applicable to both the 13 Year Old Prep League and the Babe Ruth 14 & 15 Year Old division. Any game may be terminated once becoming regulation if one team is ahead by 10 or more runs and have had equal times at bat or the home team is leading. Any game may be terminated, with the consent of the losing team's manager, once becoming regulation if one team is ahead by ten runs or more.

A 5 run per inning rule is adopted for only the 13 Year Old Prep Division. This rule is only applicable to the first six innings of play. The seventh and any extra inning play will not be subject to the 5 run per inning rule.

League Playoffs

In order to determine a league champion, playoffs will be conducted. Tournament pitching rules apply during playoffs.

Time Limit

No new inning may start after two hours. Games called because of the time limit will be considered regulation games regardless of the number of innings played. This rule subject to the following Official Baseball and Babe Ruth League Inc. rules:

"Regulation Game" - Rule 4.10 (page 18 and 53) of Babe Ruth League Official Rules.
"No Game" - Rule 4.10e (page 53-54). If a Babe Ruth 13 Prep and 14&15 game fail to reach the regulation minimum limit of 3 ? or 4 innings played, it is not a regulation game and must be replayed as a new game.
"Tie Game" - Rule 4.10d (page 53).

Extra Hitter

This rule is applicable only to the 14 &15 Year Old Babe Ruth Division. A team may elect to add a tenth hitter to the batting order during in- house league games. This player will be indicated in the lineup as the "EH". The "EH" will be treated as any other starter. The EH may appear in any position in the batting order.
Albany Central Babe Ruth has further adopted a rule that stipulates that if an extra hitter is used, than that player must, at the next game, be allowed to play the field for the entire game.

Each player must play a minimum of two innings on the field and one time at bat.

ENYBR Inter-League Rules

Here are the rules for all

Game time may be changed with the mutual consent of the opponent. Where there is not agreement, The scheduled game time starts will be official. Each team will make every reasonable effort to comply with schedule changes. Changes in starting time should be communicated to your opponents as far in advance as possible.

Confirm Games

Managers are REQUIRED to confirm game times and locations with each other on MONDAY of each week. The home team manager shall initiate the confirming phone call.

Home team responsibility

Prepare fields for games, schedule & pay umpires and provide 3 new and 3 used baseballs. After the game, enter game results within 24 hours at www.ingoodstandings.com

Rain Outs

Decisions regarding rain outs rest solely with the home team. Decisions to call games should be made considering the visiting team's travel. If possible, games should be called prior to the time the visiting team must depart their hometown.

Rescheduling of games to a mutually agreeable day and time will be done within 48 hours by the home league. Games may be moved to the visitor's field if necessary. If that occurs, the original home team remains the home team at the visitor's ball park and will still provide baseballs and umpire fees. Once a new date has been established notify Rose Bikowitz at rosebik@aol.com. Be sure the person in your league that schedules umpires is informed. If both teams agree, rain out games can be cancelled. If there is disagreement as to a make up date, league officials will either establish a make up date for the game or cancel it.

Playing Rules

Team managers will discuss and agree to the game rules, when the game is confirmed. I have suggested some below. Some teams ( S.Colonie) will have a two hour time limit on the PREP, as that is the agreement with their umpire association. Please remember that this is a recreational league for the enjoyment of the players. Remember- Babe Ruth rules book rules apply.

Suggested rules for discussion:

  • 2 hour time limits
  • 10 run mercy rule
  • 5 runs/inning
  • unlimited subs
  • Cont. batting order
  • EH-If utilized, the extra hitter is considered to be a part of the legal lineup and as such can exchange positions with other players just the same as any player in the lineup. A player that begins the game as an EH, or becomes an EH at any time thereafter is not required to remain solely as the EH.

Forfiets

Teams that fail to appear for games with sufficient players will be subject to an automatic fine levied against your home league. Since there are no exceptions, regular league game times, particularly make up game times should take into consideration existing travel league commitments.

The fines are as follows:

  • Must pay for any actual umpire expense incurred by home team.
  • 1st offense - $50, 2nd offense - $100, 3rd offense - suspension from league
Please extend common courtesy to your opponent by notifying them in advance if you are not able to field a team for a scheduled game.
